The official launch of the 1Gov Enterprise Content Management, ECM, platform, powered by Galaxy Backbone Limited, GBB, represents a major stride toward full digital transformation for Nigeria’s civil service. The move marks a key phase in the Federal Government’s strategy to modernize governance with the use of technology for efficiency.
The unveiling was done during the Go-Live ceremony in Abuja, organized by the Office of the Head of the Civil Service of the Federation. Present at the ceremony were top civil servants, permanent secretaries, and key representatives from various government ministries such as the Ministry of Foreign Affairs, the Ministry of Solid Minerals Development, and the Ministry of Special Duties.Towards a fully digital civil service

The Head of the Civil Service, Mrs. Esther Didi Walson-Jack, who launched the platform, described the launch as “a defining moment in the transformation of Nigeria’s civil service.” According to her, the 1Gov ECM forms a core part of the Federal Civil Service Strategy and Implementation Plan, FCSSIP, to enhance efficiency, transparency, and data-driven decision-making.

Over the course of one year, seven months, the OHCSF has fully migrated from the old Laserfiche into the Galaxy Backbone’s sovereign 1Gov Cloud ECM platform to ensure that all Ministries, Departments, and Agencies in the country operate on a single, locally hosted platform. Speaking during the ceremony, Mrs. Walson-Jack says that this has so far facilitated the creation of over 59,000 official email accounts, in addition to easing data harmonization and improving workflow integration.
Strengthening Nigeria’s Digital Sovereignty
The 1Gov ECM initiative in Nigeria has been based on four foundational points: national sovereignty, interoperability, scalability, and inclusive adoption. Hosting the platform locally under Galaxy Backbone’s management consolidates Nigeria’s control over her digital infrastructure and fosters efficient co-operation across MDAs.
In a live demonstration, Mr. Ayodeji Bakare, Project Lead for 1Gov ECM, showed that 893 government staff have already been enrolled and are actively using the system for document management, workflow automation, and GovMail. He said that this marks a major boost for accountability and productivity within public administration.
Speaking for GBB’s Managing Director, Professor Ibrahim A. Adeyanju, the Executive Director of Finance and Corporate Services, Mr. Sani Ibrahim, said the new platform would help Nigeria realize its aim of ensuring a fully paperless government by December 2025. He said Galaxy Backbone’s 1Government Cloud had already been deployed in several ministries, including the Federal Ministry of Communications, Innovation and Digital Economy, and would continue to expand nationwide.
“The deployment of the 1Gov ECM brings Nigeria significantly closer to achieving a fully paperless government,” Ibrahim noted, highlighting that the platform aligns with the nation’s wider digital transformation goals.
